NOTICE TO VILLAS AT LEGACY OWNERS
As described in the most recent newsletter, our HOA is experiencing unbudgeted and significant expenses for capital repair work to common areas of many units this year. When our persistent delinquency rate is factored into the budget, we are under pressure to pay necessary maintenance and insurance obligations.
For this reason, your current Board is soliciting input and participation from all interested owners to serve on committees listed below that will work on solving these issues. Owners who have specific experience or knowledge in the following fields are encouraged to respond:
· Budget Committee – Analyze revenues and expenses to create the Annual Budget. Determine adequate dues levels to support a balanced budget. Review collection process.
· Reserves Funding – Study requirements and method to annually fund Reserve Replacement Account. Evaluate discretionary use of funds per State statutes and our Condo Documents.
· Insurance Committee – Participate in annual renewal of all property and casualty policies. Recommend prudent liability limits, deductibles and assist in securing the best policies at the lowest cost to the Association.

May 18, 2010 Due to the overwhelming responce at the annual meeting some changes have been made. Below is a letter sent to each managment company on Tuesday May 18, 2010. These changes WILL NOT effect you as the owner, your code will still work. Please feel free to contact any of the Board Members with quesitons, we are here to help..
Also, you may now request a copy of the daily check-in sheet, provided by each managment company,from the security guard. This is a record of guests on the property, at all times. Please feel free to email or call to request your unit's guest inventory.
Attention Management Companies
Due to the overwhelming response, from management companies at the Annual Meeting, regarding our security procedures, the board has made some changes.
In the past, if a guest had trouble entering the security gate after hours, they just entered 000, our system would immediately contact the Legacy Villas Security, after some questioning, guest would be allowed to enter or not.
As of Tuesday, June 1, this will no longer be an option. Please make sure that your guests have your 24-hour emergency phone number. We will also post a list, at the gate, of the local numbers you will provide us. In addition to removing the 000 option, we will also be removing the “gate code” feature; your guest WILL NOW need a swipe card to enter the gate. This should be issued per car, like parking passes, for simplicity. In the event of a maintenance emergency after hours, each management company will be issued one swipe card to let your own vendors in.
The gate phone 000 will be answered for all vendors, housekeepers, maintenance etc… during normal business hours ONLY. All calls from guests will be directed to their management company.
The cards you were issued, last year, will continue to work, the codes we gave you for convenience, WILL NOT. Please be sure to issue the appropriate swipe cards for the property rented. We will be monitoring the cards scanned and comparing them to the check-in lists that you provide us daily. If we find the wrong cards are being issued, such cards will be deactivated, lockingyour guest out. Please contact Jesse Holley, in our security office, no later than Friday May 21st, 228-547-8600, to provide him your 24 hour gate phone number.
Also, some of you have NOT PAID your monthly resort fees. New invoices will be issued, again, for the first quarter of this year. If the management company does not pay the resort fee, owners will be notified. The owners will, also, be given the option to receive their activity sheet.
It is the Homeowners Association’s position to provide the safest and best vacation resort location for its owners and guests; with that said, it is important each of you comply with The Villas Rules and Regulations.

Dear Owners,
On Tuesday, May 11, 2010, a meeting was held at the Mississippi Coast Coliseum Arena where officials of British Petroleum, Mississippi Development Authority, the Mississippi. Department of Health, Department of Environmental Quality, and Department of Marine Resources met with community and local tourism industry officials to discuss tourism impacts as related to the oil spill.
In general; as of today the oil spill has done more damage to the tourist trade because of the media reporting. The perception that the oil spill has closed beaches, fishing, contaminated seafood and our environment before we have seen the first drop of oil on our beaches and fishing waters seems to be the greatest concern at this time. The speculation as to the outcome of the oil spill and dooms day reporting, it is believed, is affecting Gulf Coast Tourism now.
Harrison County Department of Tourism and others addressed BP officials requesting they set aside funds for marketing with advertising campaigns to inform the public that the beaches are open, fishing is great, and the Gulf Coast is open for business!
In the interim, the economic impact on your rental unit, loss of use, or any other impact you feel you may have suffered, will possibly suffer, or will continue to suffer is, of course, your responsibility to protect. The BP Corporation has set up the following number to call to open a “claim”: 800-440-0858. I have heard that upon filing a claim the initial offer given to each person is 5,000.dollars. The BP employee told us today that this is just an installment “so to speak” and not necessarily all your claim is worth. However; please be sure to verify as well as read any and all documents that you are asked to sign by BP. Naturally BP may be trying to close all claims quickly even though there is an established time frame in which to file a complaint under the law.

The BP employee did suggest that a claim be made by calling the 800 number above even if you do not have an exact amount of damages. It is my understanding it is better to have a claim number then not, and it is not too early to open a claim if you believe you have suffered an economic loss.
I would like to add that all of the Rental Management Companies who rent units here at Legacy were also in attendance. The information which was presented during the meeting was very vague as to claims. What I have written in regards to suggestion of opening a claim now was obtained privately after the meeting. This is your property, your unit and only you can determine if you want to file a claim. This letter is intended only to serve as a shared information source. This is not sent with any intent to offer legal advice or counsel.
The Association’s attorney for collection matters, Al Jordan, and his firm, The Denham Law Firm, PLLC, are one of several firms who have filed suit against BP and the corporations responsible for the oil spill and explosion. Legacy Condominiums

Our new sign has been installed!! We are sure that this will bring positive attention to our community. We hope you like it as much as we do.
· The Annual Meeting will be held Saturday, April 24 at 10:00am. As always, breakfast and lunch will be served poolside, weather permitting.
· Replacement of breached windows has resumed. This should be completed by the end of March.
· We continue to have roof leaks that are causing water damage. RCS will be doing a free roof inspection in order to prevent future leaks by repairing substandard work from Hurricane Katrina.
· Raccoons continue to be our uninvited guests. We are currently trapping them and relocating them. We have also tried alternative remedies. If anyone has any other suggestions we would welcome them.
· In the last newsletter we asked for permission to inspect infrequently occupied units. We received very poor response. Inspections are imperative for preventative maintenance. Please reconsider. Early detection will stop major repair bills. Please email with permission to inspect your unit monthly. |
